[MDL, J]How to prevent cut of a locked element ?

Hi All,

When I locked an element, I know user can't delete it directly but user can cut it by selecting Edit > Cut (or pressing Ctrl+X) in MicroStation J. How can I hook the cut event and prevent user to delete my locked element by cutting ?
